Experience

Mr. Rasmuson is a Certified Industrial Hygienist (CIH) with over thirteen years experience in general health and safety and classical industrial hygiene consulting as well as management systems analysis, design, and development..

Mr. Rasmuson became certified in the Comprehensive Practice of Industrial Hygiene by the American Board of Industrial Hygiene (ABIH) in 2004 and is an active member in each of the American Industrial Hygiene Association (AIHA) Management and Computer Applications Committees. He was a contributing author of the Joint American Society of Safety Engineers (ASSE), AIHA, ABIH, and Board of Certified Safety Professionals (BCSP) position paper outlining minimum qualifications for auditors performing third-party Occupational Health & Safety Management Systems audits. He developed a technical roundtable for the 2006 American Industrial Hygiene Conference and Exposition regarding information technology used to implement environmental health and safety management systems, and is currently a contributing author for the upcoming revision of AIHA’s Industrial Hygiene Auditing, A Manual for Practice.

He has developed and managed environmental health and safety management systems consulting and industrial hygiene profit-centers, including budgeting, marketing and sales, contracting, project management, personnel, and scheduling.

Mr. Rasmuson manages corporate health and safety liabilities through the development and oversight of corporate environmental health and safety programs, including confined space entry, respiratory protection, hazard communication, and hearing conservation programs.

He performs classic industrial hygiene services, including anticipation, recognition, evaluation, prevention, and control of workplace and environmental health hazards, industrial hygiene
exposure assessments, environmental health and safety management system audits, regulatory compliance audits, and health and safety program organization and development.

Project Examples

Provided mediation support for a property-liability case involving the purchase of a large shopping mall that contained substantial quantities of undocumented asbestos-containing materials. Supported case settlement/mediation efforts through third-party technical review of asbestos-containing material inspection and abatement activity reports. Evaluated due diligence conducted prior to sale of the property and reviewed the associated inspection activities and cost effectiveness of the abatement approaches. Actively participated in mediation sessions that resulted in settlement.

Performed third-party technical observation and on-site review of suspect asbestos-containing material inspection activities for an asbestos related personal injury case, in which the plaintiff claimed exposure to asbestos during office renovation activities.

Researched, evaluated, and documented numerous occupational and non-occupational work histories for exposure to physical and chemical antagonists in support of expert witness testimony, and performed preliminary exposure and apportionment assessments.

Directed, managed and audited asbestos and lead paint consulting activities for national property developers and multifamily housing investment firms, including program management, review and critique of asbestos and lead-based paint surveys, the development of abatement specifications and abatement designs, and the development and implementation of operations and maintenance programs. Performed such asbestos-consulting activities throughout the United States (including Massachusetts, Arizona, California, Florida, Georgia, Indiana, Missouri, Montana, Nevada, Oklahoma, Pennsylvania, South Dakota, Tennessee, Texas, Utah, and Virginia) for a large national investor.

Designed and specified technical requirements to characterize and abate building contamination resulting from uncontrolled asbestos releases in a multi-family housing property according to local, state, and federal regulations, including use of state-of-the-art ASTM standards for the analysis of asbestos in dust by Transmission Electron Microscopy.

Over a ten-year period, performed suspect asbestos-containing material inspections, developed abatement specifications, oversaw asbestos abatement activities, evaluated occupant and contractor exposures to asbestos and verified that abatement activities complied with local, state, and federal regulations for government clients, including, but not limited to, General Services Administration, Federal Corrections Institution, Health and Human Services-Indian Health
Services (HHS-IHS), National Institute of Standards and Technology (NIST), the University Center for Atmospheric Research (UCAR), as well as, parochial schools, industrial, commercial and residential clients.

Conducted industrial hygiene audits of a large metropolitan area waste water treatment facility, including laboratory health and safety evaluations.

Managed and conducted exposure assessments for various analytes, including respirable and inhalable coal dust, respirable and inhalable silica, welding fumes, nuisance dust and benzene in mining and industrial settings.

Performed targeted hearing conservation noise monitoring and evaluated heavy equipment operator exposures to hand, arm and whole body vibration in comparison to national and international standards in mining and industrial settings.

Conducted exposure assessments in an industrial setting for lead and metal fumes during fabrication of lead-lined steel-cased building components (lead sheet cutting activities and gas metal arc welding on steel) in comparison to Occupational Safety and Health Administration (OSHA) Permissible Exposure Limits (PELs) and the American Conference of Governmental Industrial Hygienists (ACGIH) Threshold Limit Values (TLVs).

Performed laboratory fume hood evaluations to assess the effectiveness of fume capture as related to fume hood user position, fume hood contents, and fume hood design for pharmaceutical companies, universities and industrial clients.

Collected personal air samples and performed employee exposure assessments for respirable crystalline silica, including quartz, cristobalite, and trydimite during glass furnace rebuilding operations at a bottling company.

Performed extensive gasoline vapor monitoring projects for benzene in neighborhoods with leaking underground storage tanks in support of exposure and health risk assessments.

Collected personal air samples and performed employee exposure evaluation of lead, cadmium and other metal fumes during acetylene torch cutting operations of recycled industrial metal components at a metal recycling facility and during the decommissioning of metal laboratory fume hood ductworks at a United States Geological Survey (USGS) Research Laboratory.

Conducted industrial hygiene regulatory compliance audits, including air monitoring for acetonitrile, ammonia, and nuisance dust, performed hearing conservation targeted noise monitoring, assessed efficacy of ventilation engineering controls, and evaluated work flow processes to evaluate toxic substance hazards present during the manufacture of dental prosthetics.

Performed various indoor environmental quality investigations (IEQ) in residential, commercial, industrial, and government office settings, including site investigation with general observations and occupant interviews. Utilized field measurements with direct-reading IEQ instruments to study the indoor environment, and evaluated standard IEQ parameters, such as ventilation rates, and the concentration levels of carbon monoxide, carbon dioxide, relative humidity, ultrafine particles, and volatile organic compounds (VOCs). Evaluated numerous buildings for microbial contaminants, including fungi, bacteria, and endotoxins.

Developed Polychlorinated Biphenyl (PCB) spill response requirements, including United States Environmental Protection Agency (USEPA) clean-up, disposal, and reporting requirements, and performed final clearance wipe sampling in accordance with USEPA clearance standards for industrial clients.

Performed lead exposure assessments during lead-based paint cutting, sawing, sanding, and abrading operations for general contractors during renovation activities.

Conducted technical and managerial supervision and review of industrial hygiene technical reports, including but not limited to material safety data sheets and other hazard communication products and technical summary reports of onsite consultant activities for commercial and industrial clients.
